Maritime Security Conference 2012 contributes to global crisis management in maritime
environments.
Maritime insecurity in one part of the world has historically caused significant economic and security
impacts to the rest of the world. If piracy in The Gulf of Guinea or Southeast Asia’s Straits of Malacca
rose to the current level of Somalia’s Indian Ocean coast, there would be market shock around the world.
The Maritime Security Conference 2012 in Halifax, Canada, seeks to gather those leaders and thinkers
engaged in responding to these threats and other global challenges, and to develop the optimal,
cooperative strategies necessary to solve them.
Last year‘s successful and internationally acclaimed Maritime Security Conference in Kiel, Germany,
produced a broad spectrum of findings. The common understanding that the political will of the
international community is a prerequisite to a comprehensive maritime approach for dealing with multiple
threats in the maritime environment is at the core of those findings. In this context, the Maritime Security
Conference 2012 provides an exceptional working and networking platform for national, international,
governmental and non-governmental organizations, military entities and leading experts to further
examine the essential demands and activities required to achieve and enhance maritime security through
global cooperation.
Under the theme ”Delivering Maritime Security in Global Partnership: Identify Cooperative Strategies for
Future Maritime Security Engagement”, the Maritime Security Conference 2012 will take place at the
Westin Nova Scotian Hotel, Halifax, Canada, from 4 to 7 June, 2012. It is co-hosted again by the
Combined Joint Operations from the Sea Centre of Excellence (CJOS COE) and the Centre of
Excellence for Operations in Confined and Shallow Waters (COE CSW).

Come and Meet BIMCO at Posidonia 2012
Posidonia is again coming up in Greece in summer 2012 and with it a unique opportunity to connect with the Greek shipping environment and beyond. BIMCO will again be represented during the whole week with its own stand at the new venue at to the exciting Metropolitan Expo Centre. BIMCO’s President Yudhishthir Khatau and BIMCO’s Secretary General Torben Skaanild will be attending a range of meetings and events during the week. At the same time a number of BIMCO Chiefs will be available at the BIMCO stand.

At the stand, BIMCO will actively seek dialogue and exchange of views and encourages all participants at Posidonia – and especially our members – to visit the BIMCO stand 1503 located in Hall 4.

The Security in Complex Environments Group (SCEG) is a Special Interest Group within ADS. It brings together private security companies operating on land and sea around a common agenda of raising standards and introducing robust and independent accreditation for companies operating in complex and high-risk environments. ADS was appointed by UK Ministers as the government’s industry partner for the regulation and accreditation of private security companies in June 2011, and an announcement was made in Parliament.
ADS believes that the high levels of risk of piracy in the seas off Somalia makes the development of maritime standards and independent accreditation a high priority, to reduce risks to private security companies and their employees, to ship owners and seamen, and to ship and cargo insurers and brokers. The SCEG has been working on standards, and will shortly be consulting with government officials, client groups and others such as intergovernmental bodies and certification bodies. The draft standards will be then submitted to government Ministers. It is intended that the government will play an important role in the selection of independent certification bodies that will audit individual private security companies against the standards, when they are finalised. Our intention is to have an independent accreditation process in place by the end of 2012. This will also address accreditation for private security companies operating in complex or high-risk land environments such as Iraq and Afghanistan.
Rees Ward, CEO at ADS, said:
“Piracy on the high seas is increasingly a problem, both for the areas and communities it affects as well as the commercial shipping which suffers from its attentions. The human and financial costs to ship owners and companies are potentially very high. Having a set of standards endorsed by the UK government and implemented by independent accrediting bodies will reduce levels of uncertainty and risk. ADS’ Security in Complex Environments Group has this as its top priority, working with the UK government.”
FCO Minister for Counter-Piracy and Conflict issues, Henry Bellingham, said:
“Given the importance of the private security sector to the UK economy, I am delighted that our partner association, ADS, is leading the way globally in the drafting of maritime standards for British companies. It is vitally important for British security companies, working both at sea and on land, to operate with the highest professional standards that are consistent with the principles of the International Code of Conduct for Private Security Service Providers.”

In addition to the naval ships operating off the coast of Somalia, the government decided last year to deploy security teams consisting of heavily armed marines. These Vessel Protection Detachments (VPDs) protect vulnerable merchant vessels. The Netherlands has been actively involved in counterpiracy operations since 2008.

Υποχρεωτικές ελάχιστες απαιτήσεις για την έκδοση πιστοποιητικών επάρκειας για αξιωματικούς ασφάλειας πλοίου

1. Κάθε υποψήφιος προς απόκτηση πιστοποιητικού επάρκειας αξιωματικού ασφάλειας πλοίου πρέπει:

(1)   να έχει αναγνωρισμένη θαλάσσια υπηρεσία τουλάχιστον 12 μηνών ή ενδεδειγμένη θαλάσσια υπηρεσία και γνώση των λειτουργιών του πλοίου, και

(1)   να ανταποκρίνεται στο πρότυπο ικανότητας για έκδοση πιστοποιητικών επάρκειας αξιωματικού ασφάλειας πλοίου που ορίζεται στο τμήμα Α-VI/5 παράγραφοι 1 έως 4 του κώδικα STCW.

1. Τα κράτη μέλη διασφαλίζουν την έκδοση πιστοποιητικού επάρκειας σε κάθε άτομο που διαπιστώνεται ότι έχει τα προσόντα που ορίζουν οι διατάξεις του παρόντος κανονισμού.
