Objective: Crisis management (CM) is a core capability of modern societies, but a highly diversified and heterogeneous area. Current CM in the EU can be regarded as a system-of-systems integrating diverse organisations and components with different cultures, policies and assets, and various stakeholders and procurement schemes. ACRIMAS understands the term system-of-systems that it incorporates technology, procedures, organisational concepts, and human factors. ACRIMAS addresses this complexity by proposing a pragmatic CM integration process for the Demonstration Phase II implementation.
ACRIMAS is based on wide multi-competence coverage, addressing organisational and legislative frameworks, situational awareness, decision support, logistics, communications, training and exercises, restoration of services and media involvement. ACRIMAS follows a practical, user-centric and scenario-based approach. It will lead to the validation of shared user needs and the definition of a demonstration and assessment method with associated metrics to define a continuous process of capability improvements. End-users, groups, SME, research bodies and governments will be involved to warrant the quality of work and the effectiveness of the dissemination activities.
The outcomes of ACRIMAS will be the definition and preparation of this method, documented in a roadmap (Phase I) that will prepare the actual demonstrations and experiments (Phase II). The final objective is to enable a gradual evolvement of CM capabilities, procedures, technologies, policies and standards through real field tests, facilitating European wide collaboration, cooperation and communication in CM and improving cross-fertilisation between MS organisations. The impact of ACRIMAS will provide a solid basis for the description of Phase II, as well as the sequencing and description of the research areas for the future Security Work Programmes. Moreover, ACRIMAS will contribute to a qualified EU wide awareness in the domain.

“Digital & Innovative Technologies for Security & Efficiency of First responder operations”

One of the main problems of the First Responders (FR) (fire fighters, police, etc.) in case of crisis occuring at critical infrastructures is the availability of relevant information for the First Responder level and for the local manager. The loss of communications and location, the lack of information concerning the environment (temperature, hazardous gases, etc.) and the poor efficiency of the Human Machine Interface (HMI) on the first responder side are the main current drawbacks. Therefore, during the intervention there is a gap between the First Responders’ situation (positioning, health, etc.) and the overall overview at their mobile headquarter.

DITSEF aims at increasing the effectiveness and safety of First Responders by optimal information gathering and sharing with their command levels.

DITSEF will provide
Self-organising, robust ad-hoc communications where the existing infrastructure may be compromised, allowing communication between First Responders and between them and their command level.
Accurate novel 3D positioning in indoor environments.
Sensors that offer a reliable overview of the situation and of the potential threats (explosives, chemicals, fire, etc.).
Enhanced vision for the First Responder in visually-impaired conditions, through ingenious and unprecedented HMIs consisting of sensor-based visual elements, showing spatial features and thermal imagery overlaid on the direct perception of the First Responder.

The operational value of the integrated solution will be demonstrated through users’ defined scenario in a real operational environment. It will incorporate end users from both the Critical Infrastructures’ domain (via a public training centre) and the First Responders’ domain. Five dedicated workshops will allow the collection of user requirements, operational scenarios and allow the cross-fertilisation of information on operations and procedures of players from different states and domains; they will create awareness on project results and prepare their take-up. Attention will be paid to standardisation issues.

DITSEF will be implemented by a strong partnership of 10 partners including SMEs and large industries, research centres, technology providers, system integrators and end-users.

Emergency First Response

Η καλύτερη εκπαίδευση και πιστοποίηση παροχής πρώτων βοηθειών στον κόσμο, για ειδικούς επαγγελματίες, είναι πλέον διαθέσιμη στην Ελλάδα και αναγνωρισμένη από το κράτος.

Οι Emergency First Responders που εκπαιδεύονται στο πρόγραμμα EFR, αποκτούν όλες τις απαραίτητες γνώσεις και ικανότητες για να ανταποκριθούν σε μία έκτακτη ανάγκη και να καλύψουν το κενό μέχρι την άφιξη της επαγγελματικής ιατρικής φροντίδας. Οι διασώστες του EFR μπορούν να επέμβουν με αυτοπεποίθηση σε περιστατικά στα οποία η ζωή κάποιου ενήλικα, παιδιού ή και βρέφους κινδυνεύει, με την παροχή καρδιοαναπνευστικής αναζωογόνησης ή αντιμετώπισης καταστάσεων απειλητικών για τη ζωή όπως σοβαρές αιμορραγίες, τραύματα στη σπονδυλική στήλη και σοκ. Είναι επίσης πιστοποιημένοι στη χρήση φορητού απινιδωτή και στην παροχή ιατρικού οξυγόνου.

Η εκπαίδευση στο πρόγραμμα EFR χωρίζεται σε δύο μέρη και περιλαμβάνει πρωτοβάθμια και δευτεροβάθμια φροντίδα, όπου ένα άτομο δεν κινδυνεύει άμεσα αλλά έχει ανάγκη φροντίδα μέχρι την άφιξη της επαγγελματικής βοήθειας, όπως η περίθαλψη τραυματία ή ασθενή.
Η εκπαίδευση στην πρωτοβάθμια φροντίδα περιλαμβάνει δέκα ικανότητες:

• Εκτίμηση τόπου
• Χρήση Διαχωριστικού
• Πρωταρχική εκτίμηση
• ΚΑΡΠΑ – Καρδιοαναπνευστική Ανάνηψη
• Ενήλικος σε Κατάσταση Πνιγμού που έχει/δεν έχει τις Αισθήσεις του
• Διαχείριση Σοβαρής Αιμορραγίας
• Διαχείριση Σοκ
• Διαχείριση Τραυματισμού στην Σπονδυλική Στήλη
• Χρήση Αυτόματου Εξωτερικού Απινιδωτή
• Χρήση Οξυγόνου Έκτακτης Ανάγκης – Προσανατολισμός

Η εκπαίδευση στη δευτεροβάθμια φροντίδα και περίθαλψη περιλαμβάνει:

• Εκτίμηση Τραυματισμού
• Εκτίμηση Ασθένειας
• Επίδεση Τραύματος
• Τοποθέτηση Νάρθηκα για Εξαρθρώσεις και Κατάγματα
• Σεμινάριο Οργάνωσης Φαρμακείου.

Τρόπος εκπαίδευσης – Εκπαιδευτικές μέθοδοι

Χρησιμοποιούμε συνδυασμό σύγχρονων τεχνικών διδασκαλίας και εκμάθησης και τουλάχιστον το μισό μέρος του χρόνου αφιερώνεται στην πρακτική εξάσκηση των υποψηφίων. Γίνεται συνδυασμός τεσσάρων (4) μεθόδων:

1. Θεωρητική διάλεξη και επεξήγηση της τεχνικής από τον εκπαιδευτή,
2. Προβολή βίντεο από φορητό ηλεκτρονικό υπολογιστή και προτζέκτορα σε μεγάλη οθόνη με επίδειξη της τεχνικής,
3. Επίδειξη της δεξιότητας από τον εκπαιδευτή,
4. Εξάσκηση κάθε υποψήφιου/ας με τη βοήθεια του εκπαιδευτή

Χρησιμοποιούμε

-       Δύο ειδικές κούκλες εξάσκησης, μία για ενήλικα και παιδί και μία για βρέφος

-       Φορητό ηλεκτρονικός υπολογιστής, προτζέκτορα και οθόνη για την προβολή βίντεο

-       Ειδικές ατομικές μάσκες τεχνητής αναπνοής, μία για κάθε υποψήφιο/α

-       Εκπαιδευτικός απινιδωτής

-       Φορητό οξυγόνο

-       Ειδικό φαρμακείο EFR

-       Εκπαιδευτικό DVD EFR για την προβολή του σχετικού υλικού

-       Ελληνικό εκπαιδευτικό εγχειρίδιο, ένα για κάθε υποψήφιο/α

Συγχώνευση Εθνικού Οργανισμού Πιστοποίησης Προσόντων (ΕΟΠΠ) – Εθνικού Κέντρου Πιστοποίησης Δομών Διά Βίου Μάθησης (ΕΚΕΠΙΣ) – Εθνικού Κέντρου Επαγγελματικού Προσανατολισμού (ΕΚΕΠ)

Με κριτήριο τη συγκέντρωση δυνάμεων για τη δημιουργία ενός ισχυρού πυλώνα με στόχο την υλοποίηση των πολιτικών του Υπουργείου στον Επαγγελματικό Προσανατολισμό και Συμβουλευτική και στην Πιστοποίηση Δομών και Προσόντων, το Υπουργείο Παιδείας προχώρησε σε συγχωνεύσεις φορέων που εκτός των άλλων, επιτυγχάνουν σημαντική εξοικονόμηση πόρων.

Η πολιτική συγχωνεύσεων φορέων που εποπτεύει το Υπουργείο εκκινεί και βασίζεται στον συνολικό σχεδιασμό για την αναδιοργάνωση των Υπηρεσιών του, με στόχο την καλύτερη δυνατή παροχή υπηρεσιών στον πολίτη με το μικρότερο δυνατό κόστος. Η επιτάχυνση της εφαρμογής αυτής της πολιτικής κατέστη εφικτή χάρη στο νέο νομοθετικό πλαίσιο που μείωσε τους χρόνους για τη συγχώνευση φορέων.

Η συγκεκριμένη συγχώνευση δεν εντάσσεται στις υποχρεωτικές εκ του ν.4002 και των δεσμεύσεων απέναντι στην τρόικα, αλλά πρόκειται για μια απόφαση με πολλαπλά οφέλη για την κοινωνία. Με το ν. 3879/2010 της Διά Βίου Μάθησης η χώρα μας έκανε ένα αποφασιστικό βήμα στην κατεύθυνση της οργάνωσης και συστηματοποίησης της Διά Βίου Μάθησης. Στο πλαίσιο αυτό περιγράφηκε ένα δίκτυο σχεδιασμού και υλοποίησης των πολιτικών των 5 συστημάτων του Εθνικού Συστήματος Σύνδεσης της Επαγγελματικής Εκπαίδευσης και Κατάρτισης με την Απασχόληση (ΕΣΣΕΕΚΑ).

Μεγάλη έμφαση δόθηκε στην ποιότητα της παρεχόμενης εκπαίδευσης και κατάρτισης αλλά κυρίως στην πιστοποίηση των προσόντων που αποκτώνται μέσα από αυτή τη διαδικασία. Το σκοπό αυτό μέχρι σήμερα στο δίκτυο της Διά Βίου Μάθησης, εξυπηρετούσαν το Εθνικό Κέντρο Πιστοποίησης Δομών Διά Βίου Μάθησης (Ε.ΚΕ.ΠΙΣ.) το οποίο έχει την ευθύνη για την πιστοποίηση των εισροών και ο Εθνικός Οργανισμός Πιστοποίησης Προσόντων (Ε.Ο.Π.Π.) ο οποίος έχει την ευθύνη της ανάπτυξης του Εθνικού Πλαισίου Προσόντων και της πιστοποίησης των προσόντων. Τα προσόντα βέβαια δεν έχουν αξία αν δεν συνδέονται με την αγορά εργασίας και την απασχόληση. Το έργο υποστήριξης του Συστήματος Συμβουλευτικής, Επαγγελματικού Προσανατολισμού και Σύνδεσης με την Αγορά Εργασίας μέχρι σήμερα το έχει το Εθνικό Κέντρο Επαγγελματικού Προσανατολισμού (Ε.Κ.Ε.Π.).

Στο πλαίσιο αυτό η επιλογή της συγχώνευσης των τριών αυτών φορέων, διασφαλίζει το μείζον που είναι η εφαρμογή των πολιτικών μας στη Διά Βίου Μάθηση, και ιδιαίτερα η ανάπτυξη του Εθνικού Πλαισίου Προσόντων, και η πιστοποίηση των προσόντων που αποτελούν πρώτη προτεραιότητα τόσο για τη χώρα όσο και για την Ευρωπαϊκή Ένωση και η σύνδεσή τους με την αγορά εργασίας. Το ζητούμενο σήμερα είναι η εργασία και στην κατεύθυνση αυτή πρέπει να αποσκοπούν οι πολιτικές μας στους παραπάνω άξονες με τον καλύτερο και οικονομικότερο τρόπο.

Ο νέος ενιαίος φορέας, ο Εθνικός Οργανισμός Πιστοποίησης Προσόντων και Επαγγελματικού Προσανατολισμού (ΕΟΠΠΕΠ), θα έχει τρεις διακριτές κατευθύνσεις:

Ι. Πιστοποίηση Εισροών

ΙΙ. Πιστοποίηση Εκροών

ΙΙΙ. Συμβουλευτικής, Επαγγελματικού Προσανατολισμού και Σύνδεσης με την Αγορά Εργασίας.

Ο ενοποιημένος φορέας, εφαρμόζοντας το ενιαίο Πλαίσιο Ποιότητας για τη Διά Βίου Μάθηση, μπορεί να διασφαλίσει την ποιότητα, την αμεροληψία και την ανεξαρτησία στις πολιτικές που καλείται να σχεδιάσει, να υλοποιήσει και να εφαρμόσει. Ο νέος φορέας  θα αποτελέσει τη γέφυρα μεταξύ της εκπαίδευσης και της απασχόλησης και το συνδετικό κρίκο του Υπουργείου Παιδείας με τα παραγωγικά Υπουργεία.

Η συγχώνευση των τριών φορέων:

Η συγχώνευση των τριών φορέων σε έναν, είναι πλέον γεγονός. Η σχετική ΚΥΑ δημοσιεύθηκε στο ΦΕΚ Β’ 2351/20-10-2011 και είναι η πρώτη από τις συγχωνεύσεις φορέων του Υπουργείου Παιδείας που πρόκειται να ακολουθήσουν.

Locked in antagonistic rivalry with neighbouring powers, North Korea has staked its future on the development of nuclear weapons, to the outrage of the international community. The Kim family’s dominance over the DPRK since 1948 has confounded its critics and frustrated its allies in equal measure. Despite its dependence on economic aid from the former USSR and China, and later the USA, it pursues its nuclear ambitions at all costs. The regime has reneged on its nuclear and non-proliferation commitments, apparently only returning to the table to buy time to carry on building and testing weapons technologies.

But what motivates Pyongyang to disregard UN censure and circumvent its sanctions, selling weapons and technology to fund its nuclear programme? Why does it remain one of the world’s most militaristic societies, through years of economic penury and hardship? And after two nuclear tests and repeated incidents between the forces of the ROK and the DPRK, what are the prospects for peace and stability on the peninsula? In this account of the regime, the Kims’ deep investment in nationalism and nuclear capability is analysed in the context of the great political upheavals of the Cold War, the collapse of the USSR and the rise of China. This Adelphi looks at the events and ideas that shaped North Korean identity, as well as the factors influencing the great powers’ reactions.
